Voltage can be generated by friction between objects and can reach very high levels. In the case of someone walking across a carpet, a voltage of up to 35,000 volts can be generated. Even when unwinding scotch tape, a voltage of 15,000 volts can be generated. There are many more examples where such voltages can occur.
