If the designer delay’s the enable pin signal then there will be a proper power up. When the part is in shut down the VCCA regulator regulates to a slightly lower voltage around 4.6V, and when everything is up and running it regulates at about 5.1V. An indicator that the enable pin has been sufficiently delayed is to see the VCCA regulator change voltage from 5.1V to 4.6V and then back to 5.1V as the enable goes high. Shown here is some scope shots showing a properly implemented delay. Now the time base on this shows that this is quite a long delay, it does not need to be this long, but this is just for an example.
