The USB device layer is typically responsible for providing the data in a specific format used by the functional layer. If the device operates through a HUB, then the logical layer is responsible for carrying out the respective data rate translations. Data from Win32 COM APIs originating from a PC flows to the USB BUS drivers which actually controls the hardware to transmit USB packets. The Bus drivers are responsible for routing the data and polling the status of the device operation. The Bus layer also provides over-current protection and power management.
