To change the current level depends on the inductance and the voltage as the famous equation U= L * di/dt shows. That means, if the voltage is high, the change of current is fast, the energy in the coil is removed fast, it is a fast decay. Likewise, if the voltage is low, the change of current is slow, the energy is removed slowly, it is a slow decay.
