The engineer can easily calculate how much gain can be achieved by looking at the textbook equation for available gain. In the matched configuration, the impedance looking back into the matching circuit needs to be the complex conjugate of S11. This is easy to achieve over narrow bands, but may be impossible to achieve over wide bands. The bandwidth of the match depends on how fast S11 and s22 are changing over frequency.
