A generic buck (step-down) solution has a large input capacitor. Such a large input capacitor becomes effectively a short circuit at every rectified AC line cycle and source a large amount of in-rush current to charge itself up. This in-rush current draws during every cycle which shortens the operating life time of the electronic transformer.
