When fans or blowers are used in a system, they should not be designed to continuously operate at maximum speed. Instead, they are usually designed to nominally operate at 30% to 50% of maximum speed, and this allows for margin to increase the fan speed to cool the system during high load conditions, or under fan-fail conditions in systems with multiple fans. Running fans at speeds much lower than maximum also allows for lower noise and unnecessary power consumption.
