Derating is a practice that is recommended by the capacitor manufacturers to the user community to apply less than rated voltage (VR) in their applications. Derating is usually expressed as a percentage of rated voltage and represents the amount of volts that will be removed from the power line. For example, 10% derating means that the capacitor shall be used at 90% of rated voltage as defined in the component data sheet (10 V capacitor to be used on 9 V maximum).
