Creating a new semaphore with the XGCONF configuration tool is straightforward as shown here. Specifying a semaphore name will allow one to access that semaphore in ones application, since it will be defined when ones pound include the global.h file that is created at configuration time. One can also specify an initial count as well as the semaphore mode, which can be either BINARY or COUNTING.
