Here is a pole height and minimum Ft/cndl requirement image showing how these items may be specified for the application. There is talk about making this more of a regulator standard in the near future. The IES classifies the luminaires pattern by 5 types. For street lighting Type 1 is the most preferred type, but this slide shows a bollard with Type 5 distribution and also a Type 4 distribution. These patterns are generated from a Type C goniophotometer. An upcoming slide will show that the light intensity is specified as a requirement for these patterns in their applications.
