In summary, all cellular devices must pass carrier certification, in addition to FCC certification, to be allowed on the cellular network. No device will be allowed on the cellular networks in large volumes of units until it has passed the End Device certification. There are multiple levels of cellular certification, depending upon the design approach taken, to get to the End Device certification. Because modems are end-device certified, using a certified modem and the development tools provided with them can make cellular easy, even for teams with little or no cellular experience.
