Through-hole LEDs are becoming a thing of the past. Yet they still offer features that designers may not want to give up, assuming the added costs of off-line soldering are acceptable. There are also safety issues to be considered anytime a board goes to a secondary hand soldering operation. Typically, surface mount LEDs have a light center length off the board less than 1mm to 3mm. If a design calls for a light center off the board beyond 3mm, the design is traditionally forced to tolerate a through-hole leaded LED as the recourse.
