Ripple can be measured near the output of the buck regulator or close to the load. There will often be a difference between the two since the load decoupling capacitor and PCB trace inductance provide additional filtering of the output voltage. In this example, the ripple voltage is 8 mV peak-to-peak when measured across one of the voltage regulator local output capacitors.
